The gang befriends each other while trying to solve a mystery involving a ghostly pirate who is haunting a local amusement park. Along the way, they uncover a surprising plot by a group of former amusement park employees who are seeking revenge.

The film takes place before the formation of Mystery Inc. and follows the origins of the gang. The story begins with Fred Jones (voiced by Robbie Amell), a thrill-seeking and adventurous boy who moves to Coolsville. At school, he meets Daphne Blake (voiced by Kate Melton), a popular and fashion-conscious girl; Velma Dinkley (voiced by Hayley Kiyoko), a bright and book-smart student; Shaggy Rogers (voiced by Matthew Lillard), a laid-back and food-loving boy; and Scooby-Doo (voiced by Frank Welker), a talking Great Dane.
