While the city crumbled, OCP was secretly developing RoboCop 2, a larger, more powerful machine designed to replace him.
Murphy realized he couldn't win with brute force alone. He used a canister of Nuke to distract Cain’s addicted brain. As the monster paused to feed the addiction, Murphy leapt onto its back, ripped out the brain canister, and smashed it onto the pavement. OCP took the opportunity to "rebuild" Murphy with hundreds of conflicting, pacifist directives. He became a bumbling public relations tool, unable to fire his weapon or arrest criminals. Realizing he was being sabotaged, Murphy used a high-voltage electrical box to short-circuit his systems, erasing the restrictive programming and regaining his edge.
Meanwhile, OCP’s lead psychologist, Dr. Faxx, decided that the only way to control the new RoboCop 2 was to use a criminal’s brain. She chose Cain, who had been critically injured in a chase with Murphy . Cain’s brain was harvested and installed into a massive, heavily armed robotic frame, fueled by a constant supply of Nuke.
